Twohig Consulting is a governmental relations, communications, and strategy firm located across the street from the California State Capitol. With more than twenty-six years of legislative and campaign experience, Twohig Consulting helps a select group of clients effectively navigate California’s complex, challenging and ever-changing legislative and political environment. The firm offers state governmental relations and strategic consulting services. 

The firm's clients benefit from experience. Prior to founding Twohig Consulting in 2006, the Principal, Brendan Twohig, worked as a legislative staffer at the California State Capitol, developing valuable skills and relationships necessary to get things done. Legislative & Administrative Advocacy

Whether it's meeting directly with members of the Legislature or the Administration, or testifying before committees, we provide honest, proactive and aggressive representation for our clients.  We research and monitor legislation relevant to our client's interests, provide bill and amendment drafting, and develop communications materials.

Strategic Consulting

The Legislature is dynamic.  The political context is constantly changing and cookie-cutter approaches are not effective.  Creativity is important.  We work with clients to develop the right strategy and message for each particular issue, taking into consideration what will best serve them in the long-run.

State Budget

Although part of the larger legislative process, the state budget process has its own complex, nuanced process.  So much so that many firms do not work on budget issues.  Equipped with the knowledge and relationships, we are adept at influencing the state budget process to access critical funding and to address proposals, both funding and policy, that impact our clients.

Oftentimes, developing a coalition is essential for success.  Because of our deep experience, understanding of how different interests will perceive a particular issue, and a long list of contacts, we are skilled at developing and managing coalitions to put our clients in a strong position to succeed.

Principal

Brendan Twohig has more than twenty-six years of state legislative and campaign experience. He is an accomplished and well-respected lobbyist who regularly works on high-profile bills and issues.

In 2013, Mr. Twohig led an unprecedented core coalition of more than thirty disparate organizations to successfully pass AB 8 (Perea and Skinner), which required a bipartisan two-thirds vote of the Legislature, providing more than $2.3 billion in new funding for improving California’s air quality through clean transportation. It is acclaimed by many Capitol insiders as one of the most impressive coalitions in memory. In addition to the funding provided by AB 8, Mr. Twohig's skill at influencing the state budget has helped secure hundreds of millions of dollars in state funding to improve air quality.

Mr. Twohig was an instrumental member of the team that passed The Kindergarten Readiness Act of 2010 (SB 1381, Simitian), which created Transitional Kindergarten to serve more than 100,000 additional children a year in our public schools. In 2019, he worked on passing successful legislation requiring later start times for public middle and high schools (SB 328, Portantino), which will improve public health and academic achievement for California's adolescent children.

Before establishing his own firm in 2006, Mr. Twohig worked in the California State Legislature for more than a decade. As Chief of Staff to an Assembly Member, he managed overall political strategy, media communications, speechwriting, state budget issues and the legislative agenda. Mr. Twohig also served as Legislative Director for the Chair of the Assembly Natural Resources Committee, Policy Committee Consultant to the Chair of the Assembly Education Committee and as a Legislative Aide.

During his tenure in the Legislature, he gained valuable experience supervising and staffing high-priority political campaigns throughout California.

In his last year working in the State Assembly, Mr. Twohig was honored to accept the Speaker of the Assembly’s invitation to provide formal training to newly-elected legislators.

Mr. Twohig earned his Bachelor of Arts in History, with a Minor in English, from the University of California at Davis, graduating with honors.
